After months of debate and negotiations with the United States to secure its backing, the South Korean government has taken another tangible step towards its goal of developing nuclear-powered naval capabilities. Seoul has confirmed the establishment of a dedicated unit to coordinate work linked to the future development and construction of a new nuclear submarine for the Republic of Korea Navy, a project emerging amid a worsening security environment on the Korean Peninsula and across the Indo-Pacific.
South Korea establishes a nuclear submarine programme unit
According to local media reports, South Korea’s Ministry of National Defense has activated an organisation tasked with overseeing and coordinating the technical, industrial and strategic elements connected with the future nuclear-powered submarine programme. The new unit’s principal role will be to bring together studies, operational requirements and inter-agency cooperation during what remains an early but fundamental stage in laying the programme’s foundations.
The move follows lengthy discussions with the United States, a key player in many initiatives involving nuclear technologies. Although Seoul has repeatedly stressed that its interest is confined to nuclear propulsion rather than nuclear weapons, the project requires Washington’s approval and cooperation under South Korea’s commitments to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
In this context, progress has come after the two countries reached a preliminary understanding allowing South Korea to explore the development of nuclear submarines under strict rules governing the peaceful use of nuclear material. The agreement has been presented as a measure intended to strengthen deterrence against threats and naval interoperability between the two countries, particularly in response to the growing threat currently posed by North Korea.
The Republic of Korea Navy’s existing submarine force
A central point in understanding the scale of this initiative is that South Korea already possesses a substantial submarine force, although it is entirely based on conventionally powered platforms. The Republic of Korea Navy currently operates diesel-electric submarines of the Chang Bogo, Son Won-il-based on the Type 214-and the more modern Dosan Ahn Chang-ho (KSS-III) classes. The latter are designed and built domestically, and are even equipped with the ability to launch conventional ballistic missiles.
A new nuclear submarine
Unlike future nuclear-powered submarines, however, these vessels rely on conventional systems that restrict their endurance, sustained speed and time spent at deep immersion-factors of critical importance in prolonged surveillance missions and in tracking enemy submarines. Against this backdrop, Seoul’s interest in acquiring nuclear submarines is not intended to replace its current fleet, but to supplement it by adding a new strategic long-range strike capability that it does not currently possess, through a platform offering greater endurance, longer submerged operations and the ability to patrol areas far from its coastline.
Long-term challenges for South Korea’s nuclear submarine
Even so, the project faces major challenges. Beyond technological and financial considerations, developing a nuclear submarine entails domestic political and diplomatic debates. For now, South Korean authorities have not set out a public timetable or a specific design for the future submarine, although various assessments agree that it would be a long-term programme.
