China Could Field Six Operational Aircraft Carriers by 2035

Beijing’s shipyards are operating at a speed that alarms military planners and prompts renewed debate over Asia’s future balance of power.

The US Department of Defense now assesses that China may have at least six operational aircraft carriers by 2035, a development that would alter naval dynamics from the Pacific to the Indian Ocean. Beneath that headline projection is a broader story of industrial strength, advancing technology and how China intends to deploy these vessels during a crisis.

From coastal fleet to carrier power

Over the past two decades, China’s navy has grown more quickly than any other major fleet. Previously centred on coastal defence, it now deploys far beyond Chinese waters, protecting tankers in the Gulf of Aden and demonstrating its presence in the central Pacific.

Chinese aircraft carriers provide the most visible evidence of this transformation. The first, Liaoning, was a refurbished Soviet hull used chiefly for training. Shandong, the second carrier, was China’s first domestically constructed example and retained a ski-jump flight deck. The third, Fujian, represents a far more significant departure.

Fujian is the first Chinese carrier designed from the keel up for large deck operations with electromagnetic catapults.

This advance is important because it suggests a transition from an experimental capability towards a system that could be produced at scale. The Pentagon’s estimate of six carriers is based on the progression established by these first three ships, together with visible work at China’s two principal naval shipyards: Dalian in the north and Jiangnan near Shanghai.

Why the Pentagon thinks six is realistic

US analysts are not working without evidence. Satellite images and commercial shipping information reveal frequent transfers of large hull sections, cranes altered for heavy lifting and new dry docks designed for major surface warships.

Alongside these indicators, Fujian’s relatively compressed timetable - launched in 2022, starting sea trials in 2024 and expected to enter service around 2025 - indicates that China has developed a repeatable pace for building and testing carriers.

The projection of six carriers by 2035 rests on one idea: that China can shift from bespoke prototypes to a planned production line.

In effect, this would require a new carrier about every four to five years during the next decade, either as follow-on vessels to Fujian or as a modestly revised “batch”. Although demanding, this is not implausible in view of China’s broader shipbuilding performance. Each year, it already launches more destroyers, frigates and large coastguard ships than any other nation.

Three layers behind the headline number

Experts generally divide the question of six carriers into three connected areas:

  • Industrial base: Can Dalian and Jiangnan keep producing large hulls to schedule?
  • Key technologies: Will catapults, arresting gear and carrier air wings mature rapidly enough?
  • Operational use: Can China field complete carrier strike groups with escorts, logistics and properly trained crews?

The industrial dimension appears the strongest. China’s wider commercial shipbuilding sector already leads global orders for container ships and tankers. Civilian-industry practices, including modular construction and parallel outfitting, are now increasingly applied to naval construction.

The second and third areas are more uncertain. They will determine whether six hulls become six capable carriers at sea, or instead a mixed force of operational flagships and training platforms.

Fujian: a decisive test case

Fujian is pivotal because it brings together technologies China has not previously operated at sea on this scale. It has electromagnetic catapults broadly comparable in concept to those fitted to the US Navy’s latest Ford-class carriers. Its flight deck is also bigger and less constrained than those of Liaoning and Shandong, enabling a higher tempo of flying operations.

Making those catapults dependable will be a substantial challenge. The US experience illustrates the difficulty: early faults with electromagnetic launch systems delayed the Ford class and increased its costs.

If China can stabilise Fujian’s systems within a few years, follow-on carriers could be built more rapidly on a standardised design.

The Chinese navy is also evaluating new carrier-based aircraft, among them the J-35 stealth fighter and advanced early-warning aircraft. Preparing pilots, flight-deck personnel and maintenance teams for these systems may take almost as long as constructing the ships.

Beyond the carrier: escorts, subs and logistics

Aircraft carriers cannot operate independently. A credible carrier strike group requires air-defence destroyers, anti-submarine frigates, attack submarines, replenishment ships and support aircraft. It additionally depends on rotating crews and land-based maintenance facilities.

China is therefore racing against time. It has expanded its Type 052D and Type 055 destroyer fleets rapidly and built large Type 901 supply vessels, but it must still integrate these assets into practised long-range operations. Drills in the Western Pacific during the past five years reveal a developing capability, while also exposing shortcomings in coordination and endurance.

Without these supporting layers, China could possess six carriers on paper while having far fewer able to operate far from home under full protection.

Strategic impact in Asia and beyond

Six Chinese carriers would still fall short of the US Navy’s 11 nuclear-powered carriers, yet they would alter regional strategic calculations. Even four fully deployable Chinese carriers would narrow Washington’s freedom of manoeuvre during a Taiwan crisis or a confrontation in the South China Sea.

Nearby states are already responding. Japan is adapting its Izumo-class helicopter carriers to fly F-35B jets. South Korea is considering a light carrier programme. India is assessing a third carrier as a hedge against both Pakistan and China in the Indian Ocean.

The rise of Chinese carrier power pushes Asian states toward new defence investments and tighter security partnerships with the US, UK and others.

For Washington, the issue is not simply the number of Chinese carriers that emerge by 2035, but their employment. Routine Chinese carrier patrols near Guam or far into the Indian Ocean would compel the US and its allies to disperse forces across a much larger area.

Scenarios for 2035

Defence planners outline several credible scenarios for 2035:

  • High-end build-out: Six Chinese carriers in service, four of them fully operational with modern air wings and escorts, two used largely for training and secondary roles.
  • Mixed success: Four to five carriers in the fleet, but with technical issues limiting sortie rates or deployment range for some ships.
  • Slowed expansion: Economic strain, sanctions or technical setbacks stretch timelines, leaving China with three or four operational carriers and one or two under construction.

Each outcome would shape crisis planning in different ways. Under a high-end build-out, China could keep at least one carrier strike group deployed near important flashpoints while another remained ready at home, shortening the warning available to rivals.

An aircraft carrier is frequently described as a “floating airbase”. Rather than depending on land runways, it carries aircraft able to take off and land at sea. Carriers extend national reach by enabling power projection well beyond a country’s coastline.

The second, “sortie rate”, measures the number of aircraft missions a carrier can launch and recover within a specified period. All existing Chinese carriers are believed to use conventional power, limiting their endurance against US nuclear carriers while making them easier to build and maintain. Chinese naval planners may ultimately seek nuclear-powered designs if they want an uninterrupted presence deep in the Pacific or Indian Ocean without regular refuelling.

Risks, limits and potential miscalculations

A swift carrier expansion also brings risks for Beijing. Highly visible emblems of military power may foster overconfidence domestically, encouraging leaders to accept greater risks in a crisis. Conversely, rivals might overreact by treating every new hull as a fully effective strike platform.

Financial and organisational strains are also significant. Carriers absorb a disproportionate portion of naval spending, covering everything from construction and fuel to pilot training. As China’s economic growth slows, its defence establishment will need to balance expenditure on prestige assets such as carriers against submarines, missiles and cyber capabilities that may provide more direct deterrent value.

The greatest danger remains a misunderstanding of intentions. US and Chinese forces already operate close to one another in the South China Sea and around Taiwan. The addition of more large, sophisticated ships and fast jets overhead increases the risk that a routine interception or radio misunderstanding develops into a wider conflict that neither side sought.

At present, the Pentagon’s six-carrier projection serves less as a firm forecast than as a planning assumption. It informs war games, procurement choices and alliance discussions throughout the Indo-Pacific. Regardless of whether China reaches that figure, the direction is evident: carriers will remain central to Asia’s changing maritime balance for years ahead.
